New legislation in Kansas has foster care child advocates concerned that foster agencies will discriminate against gay parents, among other minorities.
Kansas funds could be directed toward organizations that choose parents based on religious beliefs under the Adoption Protection Act. The legislation allows for agencies to turn away parents who don’t “mesh” with the agency’s own religious beliefs.
The new legislation will allow the state to contract directly with agencies instead of working through case workers.
The Department for Children and Families defended the move, stating that the move has been in the works since 2014 and has gotten feedback from several organizations throughout the process, including the Child Welfare System Task Force.
